The German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU); the UK Department for Business, Energy and Industrial Strategy (BEIS); the Danish Ministry of Energy, Utilities and Climate (EFKM) and the European Commission have approved funding to support the implementation of an ambitious NAMA in South Africa.
NAMA Facility Donors have agreed to support the implementation of the South African NAMA Energy Efficiency in Public Buildings and Infrastructure Programme (EEPBIP) with EUR 20 million.
The NAMA Facility will continue to support developing countries and emerging economies in implementing the most ambitious NAMAs that contain a high potential for transformational change towards a low-carbon development trajectory.
About the EEPBP NAMA
EEPBP NAMA aims to transform the public sector, including public buildings and public infrastructure such as street lighting, traffic lights, water supply and wastewater treatment. The project will work to support all spheres of government with project development capacities, standardized procurement and contracting procedures, awareness raising/capacity building and policy development.
EEPBP NAMA will also establish a guarantee fund within the Industrial Development Corporation (IDC), a national development finance institution. By providing a partial credit guarantee (PCG) against defaults or payment delays, the fund intends to unlock access to credit lines for Energy Service Companies (ESCOs), which will enter into contracts with public sector institutions.
The guarantee fund is not foreseen as a long-term solution, but rather as a tool and catalyst to foster transformational change in the public building and infrastructure sector, with the potential to move further beyond across the South African energy efficiency market.
