Transformational Change Measurement Framework (TCMF) – Guidance Note

This Guidance Note outlines the Mitigation Action Facility’s approach to understanding and measuring transformational change across its project portfolio. Transformational change is a core objective of the MAF, embedded in its Theory of Change (ToC), and serves as a key lens through which project impact is assessed.

The MAF defines transformational change as “a catalytic change in systems and behaviours resulting from disruptive climate actions that enable actors to shift to carbon-neutral pathways.” Projects are the primary channel through which this change is expected to be achieved.

The concept of transformational change is integrated across three key programme management tools:

  • Project selection: Transformational change potential is a core selection criterion.
  • Implementation & monitoring: Projects report progress through Mandatory Core Indicators, particularly Indicator M3.
  • Evaluation & learning: Mid- and end-point Evaluation and Learning Exercises (ELEs) assess signals or evidence of project-induced transformational change.

This document provides a structured framework for defining, anticipating, and tracking transformational change throughout the project lifecycle. It offers practical guidance for project implementers and partners, including sector-specific considerations where relevant.
