Third Interim evaluation of the Mitigation Action Facility – Final Report
This Final Report presents the findings of the Third Interim Evaluation of the Mitigation Action Facility. The evaluation was conducted by Ipsos, in partnership with SQ Consult, on behalf of the Board and the Technical Support Unit (TSU). This evaluation assesses the performance of the Facility, formerly called the NAMA Facility up until 2023, in the timeframe 2020 to 2024.
The purpose of the interim evaluations is to extract lessons learned and provide strategic guidance for the orientation and realignment of the Mitigation Action Facility. This evaluation examined the changes the Facility has undergone over the past four years, with particular attention to the 2023 rebranding, the application and selection processes, and the resulting impacts on its efficiency and effectiveness.
The evaluation focuses on three key areas:
- Overall relevance and strategic alignment: Assessing the continued importance of the Facility for partner countries and its role within the broader climate finance landscape.
- Effectiveness and Impact: Evaluating how well the Facility supports the development of market-based, sustainable, and scalable financial mechanisms that unlock investment in low-emission technologies and practices, thereby contributing to transformational change.
Governance, Management Framework, and Delivery Efficiency: Reviewing the adequacy of the Facility’s governance and management structures to ensure the efficient and effective delivery of climate finance.
In addition to this Report, the TSU has produced the Management Response to address the recommendations made by the evaluation.
