Turning commitments into action: highlights from the Mitigation Action Facility at the Global NDC Conference

The Mitigation Action Facility supports projects worldwide that translate Nationally Determined Contributions (NDCs) into tangible emission reductions and long-term transformative change. Our funding and technical assistance support partner countries implement concrete climate action in sectors such as energy, transport, and industry – driving their carbon-neutral development pathways.

From 11 to 13 June, we were proud to participate in the Global NDC Conference in Berlin, a key forum for strengthening the implementation of NDCs across the globe.

With NDCs 3.0 on the horizon and COP30 fast approaching, the conference provided a unique opportunity to exchange experiences, build partnerships, and align efforts across sectors and regions. We were glad to contribute to this momentum – and to engage with the broader climate finance community on how to make NDCs a reality.

We actively contributed to several key sessions and events in the run up and throughout the conference:

10 June: IKI networking event on climate and biodiversity finance 

Even before the official start of the conference, our deputy head of the TSU, Radina Vassileva, represented the Mitigation Action Facility at an IKI Networking Event, which brought together representatives from IKI-funded projects and initiatives. The event offered a valuable platform to exchange knowledge, foster synergies, and explore future collaboration opportunities within the wider IKI ecosystem.

12 June: Industry Decarbonisation Funders Dialogue

On the second day of the conference, Sören David, Head of the TSU, participated in the first working session of the newly established Working Group on International Assistance for Industry Decarbonisation – a timely initiative as we build momentum toward COP30.

The dialogue, rooted in the Global Pledge on International Assistance for Industry Decarbonisation (launched at COP29), brought together major funders to align efforts, share learnings, and explore new collaboration opportunities in the sector.

Sören shared the Facility’s perspective and experiences, contributing to a collective push to scale up industry decarbonisation globally. As one of the Facility’s core focus areas, supporting low-carbon transformation in industry remains central to our mission.

13 June: Advisory Committee Breakfast

We started the final conference day with a closed-door breakfast meeting of our Advisory Committee (AC) – a diverse group of climate finance experts who help shape our strategic direction and ensure the relevance and impact of our work.

Held in a confidential setting, the meeting allowed for direct exchange between the Board, the TSU, AC members, and external experts, building on their valuable insights into NDC implementation in ODA-eligible countries. Their guidance continues to be instrumental in identifying impactful approaches and improving operational effectiveness.

13 June: Solutions Lab

Rosa-Stella Mbulu presented the Mitigation Action Facility in the Solutions Lab – a dynamic session format designed to generate actionable pathways for achieving NDC targets. The session brought together a range of perspectives from across the climate finance landscape, including contributions from the NDC Partnership, the Asian Development Bank (ADB), and the Climate Policy Initiative (CPI).

“Amid geopolitical uncertainty and challenging macroeconomic conditions, our grant-based funding is more relevant than ever – submit a feasible, ambitious mitigation project and secure support from the Mitigation Action Facility.”

By presenting our grant-based model and demonstrated impact, we added to a growing body of practical, scalable solutions that can help close existing finance gaps. Lively exchanges with participants continued beyond the session.

13 June: Implementation Organisations Roundtable

In the afternoon, a closed-door roundtable brought together the TSU and Implementation Organisations of the Facility to take stock of what is working and where collaboration can be further strengthened.

This dialogue reaffirmed our joint commitment to co-developing efficient, transparent, and adaptive systems that strengthen the impact of our shared work.

Looking ahead to COP30

Throughout the Global NDC Conference, we reinforced our commitment to supporting NDC implementation in ODA-eligible countries through targeted, grant-based climate finance. This is a central necessity for the achievement of international climate goals – and we are proud to be part of these efforts. As countries refine and submit their enhanced NDCs, the Mitigation Action Facility remains ready to provide the technical and financial support needed to translate ambition into action.

With COP30 on the horizon, we’re excited to build on the momentum sparked in Berlin – and to continue these conversations at the upcoming SB62 networking event in Bonn, co-hosted with the NDC Partnership.
