Mitigation Action Facility briefs Mongolian delegation on energy efficiency and climate mitigation strategies

On 2 June 2025, Ernesta Maciulyte, Advisor at the Technical Support Unit (TSU) of the Mitigation Action Facility, welcomed a high-level Mongolian delegation during their study tour on “Energy Efficiency and Heat Tariffs” in Germany. In her keynote presentation, Ernesta spotlighted the Facility’s pivotal role in accelerating global mitigation efforts, with a particular focus on Mongolia’s energy transition and building sector reforms.

Advancing knowledge exchange on energy efficiency 

The Mongolian delegation included representatives from the Ministry of Construction and Urban Development, Ministry of Energy, Energy Regulation Commission, Housing and Public Utilities Authority of Ulaanbaatar, and the NGO Supreme Council of Homeowners Associations of Mongolia. Delegates explored Germany’s experience with energy efficiency policies, heat tariff systems, and climate finance instruments – insights closely aligned with the Mitigation Action Facility’s mission to promote peer learning and evidence-based climate action. 

Dual support mechanism: A catalyst for transformational change 

Ernesta presented the Mitigation Action Facility’s dual support mechanism, which combines financial cooperation (FC) and Technical Cooperation (TC) to enable transformative change in energy, industry, and transport. With a funding pool of up to EUR 100 million, the Facility supports climate mitigation projects through: 

  • Concessional loans and guarantees to leverage public and private finance (FC) 
  • Capacity development, policy advice, and knowledge exchange to overcome implementation barriers (TC) 

This integrated model is exemplified by Mongolia’s Building Retrofitting project, which received an EUR 18 million grant. The project aims to upgrade 375 precast apartment blocks in Ulaanbaatar, improving energy performance for over 53,000 residents. Alongside reducing emissions, the initiative enhances indoor comfort and lowers energy costs – an example of scalable, people-centered climate action.

Ernesta emphasised the Mitigation Action Facility’s commitment to making high-impact climate finance more accessible and equitable. Key features of the Facility’s funding model include: 

Driving innovation and collaboration 

A standout feature of the Facility’s work is its focus on piloting and scaling innovative climate solutions. Through its projects and engagement activities, the Facility act not only as a funding source but also as a knowledge hub – facilitating continuous learning, collaboration, and momentum for transformative climate action.
