Legacy in action: Facility’s Thailand RAC project continues to deliver climate impact

Bangkok, June 2025 – The Mitigation Action Facility support for the Thailand Refrigeration and Air Conditioning (RAC) project was officially completed in 2021, but its influence continues: leftover funding has sustained critical activities, delivering ongoing results and reinforcing the long-term value of the Facility’s support.
Extending green cooling with natural refrigerants
In November 2024, the Electricity Generating Authority of Thailand (EGAT) and GIZ commemorated the success of the EGAT Cooling Innovation Fund (CIF) and Green Cooling Initiative III (GCI III)., Through our support, Thailand has been incorporated into the GCI III and together with the CIF, created as part of the exit strategy of the original RAC project, have been pivotal in expanding Thailand’s use of natural refrigerants and bolstering a green cooling innovation network.
Key highlights include:
- Certification of industrial standards for R290 air-conditioning products.
- Enhanced laboratory facilities and training centers for technicians.
- Demonstration of solar-powered refrigerators and improved e-waste management.
- Promotion of energy-efficient appliances using the “Label No.5” certification.
Through these efforts, Thailand is projected to reduce 40,000 tCO₂e in emissions, additional to those already achieved through the project’s implementation (1.056 M tCO₂e ) – a strong example of the Mitigation Action Facility’s enduring legacy.

Funding drives adoption of green refrigerants
The CIF has accelerated pilot projects employing natural refrigerants, significantly encouraging the Thai cooling industry to move away from high-global-warming-potential synthetic gases.
This industry-wide shift supports Thailand’s role as a global hub for RAC manufacturing and aligns with its commitment to carbon neutrality and climate resilience.
The Mitigation Action Facility’s lasting impact
What began as a targeted five-year project has evolved into a self-sustaining ecosystem for green cooling innovation. The Facility’s initial investment and facilitation of public-private partnerships laid a robust foundation. The continued implementation through CIF and GCI III demonstrates how the Facility’s interventions can spark long-term transformational change – even years after formal project completion.
