From vision to action: key donors visit the first business case of the Costa Rica – Green Hydrogen project

Representatives of the German and UK governments recently visited the first business case supported under the Green Hydrogen for a Decarbonised Economy project in Costa Rica, marking an important milestone in efforts to reduce emissions from heavy freight transport.

Decarbonising the transport sector, particularly heavy-duty vehicles, remains one of the key global challenges in achieving climate targets. Through this project, financed by the Mitigation Action Facility, Costa Rica is advancing the use of green hydrogen as a clean and innovative solution for both transport and industry.

Alexandra Herr, Counsellor at the German Embassy in Costa Rica, and Ben Lyster-Binns, British Ambassador to Costa Rica, visited the ProNova project in Liberia, Guanacaste operated by Ad Astra . The business case demonstrates the technical, economic and environmental viability of green hydrogen for heavy freight applications.

“Germany maintains a firm commitment to supporting the energy transition of partner countries like Costa Rica. Through German cooperation, implemented by GIZ, we have been promoting projects for several years that encourage the use of clean energy and sustainable development. This visit to the first business case of the green hydrogen project fills us with satisfaction, because it allows us to see how a shared vision is beginning to translate into concrete actions.”

Ad Astra, led by Costa Rican physicist and former astronaut Franklin Chang Díaz, has been a pioneer in green hydrogen production in Latin America for more than a decade. During the visit, he stated:

“On January 26, 2026, we were honoured by the visit of the UK Ambassador, Mr. Benjamin Lyster-Binns and his wife, Ms. Belinda Lyster-Binns as well as Ms. Alexandra Herr, Deputy Chief of Mission of the German Embassy. During the visit, the group toured the new green hydrogen infrastructure being built at Ad Astra’s Liberia facility and received a brief presentation on the Company’s rocket propulsion programs underway in the United State”.

Implemented by GIZ GmbH, the project supports Costa Rica in scaling up green hydrogen as a sustainable energy carrier, contributing to reduced greenhouse gas emissions and a resilient low-carbon economy.
