Call for Projects 2025: Mitigation Action Facility launches Outline Phase

The next crucial stage has begun! As of today, April 30th, the Mitigation Action Facility has officially launched the Outline Phase of its 2025 Call for Projects. All Applicants have now been informed about the results of the Project Concept assessment. If you have not received a notification, please take a moment to check your spam or junk email folders.
Following a highly competitive initial phase that saw an impressive 527 Project Concept submissions, the 25 most promising and feasible projects have been invited to develop detailed Project Outlines.
Launched at COP29 in Baku, the 2025 Call aims to catalyse impactful climate change mitigation within the energy, industry, and transport sectors, with a substantial total funding pool of up to EUR 100 million. The streamlined application process is now entering its second stage.
Successful Applicants are now tasked with preparing comprehensive Project Outlines, accompanied by annexes detailing critical aspects such as the project’s business model, financial mechanism, M&E logframe, projected GHG emission reductions, and endorsements from relevant national ministries. The deadline for submitting these detailed Outlines is July 23, 2025, at 15:00 CEST, and all submissions must be made via the Open Application Platform.
Recognising the varied levels of experience among Applicants, the Mitigation Action Facility will provide targeted support in Outline development to a select number of high-potential projects from Applicants with limited prior engagement with the Facility (or its predecessor, the NAMA Facility).
All submitted Outlines will undergo a thorough desk review, with some potentially proceeding to an in-depth assessment. The Mitigation Action Facility Board will ultimately select projects for Detailed Preparation Phase (DPP) funding based on these rigorous assessments.
The Facility’s strategic focus on energy, industry, and transport; positions it to make significant contributions to global climate initiatives such as the Global Renewables and Energy Efficiency Pledge, Just Energy Transition Partnerships (JETPs), and the Climate Club. Applicants are strongly encouraged to identify and articulate potential synergies with these efforts within their project proposals.
To assist Applicants in crafting robust Project Outlines, a comprehensive suite of resources is available on the Facility’s Outline Phase page. Please make sure to read the detailed General Information Document (GID), but there are plenty of other materials including:
