Advancing evaluation and learning across the Mitigation Action Facility portfolio

Delivering effective climate action means more than implementing projects, it also means continuously learning from them.
At the Mitigation Action Facility, rigorous monitoring, evaluation and learning are central to our approach. Through Evaluation and Learning Exercises (ELEs)*, we generate independent evidence on what is working, what can be improved and how lessons can strengthen both ongoing projects and future climate action.
As highlighted in our Annual Report 2025, the Mitigation Action Facility completed six ELEs during the year, four mid-term and two final evaluations. These independent exercises are designed not only to assess progress, but also to encourage reflection, adaptive management and knowledge sharing across our portfolio.

Alongside the full report, a new Evaluation and Learning Factsheet provides an accessible overview of the evaluation’s key findings, recommendations and lessons learned.
Building a culture of learning
The Honduras ELE is part of a broader programme of evaluations taking place across the Mitigation Action Facility portfolio. By commissioning independent evaluations at key stages of implementation, we aim to support evidence-based decision-making, strengthen project delivery and maximise long-term climate impact.
This work continues in 2026. The Cabo Verde Mid-term ELE report will be published soon, while the Mexico ELE report is currently underway, adding further insights that will help strengthen both individual projects and the wider portfolio.
Each evaluation contributes to a growing body of knowledge on effective climate mitigation, enabling project teams, partners and donors to learn from experience and apply those lessons to future action.
As the Mitigation Action Facility portfolio continues to grow, ELEs remain an important part of our commitment to transparency, accountability and continuous improvement, ensuring that climate finance not only delivers results, but also learns how to deliver even greater impact over time.
* All projects with an overall duration of more than three years are subject to both a mid-term and a final Evaluation and Learning Exercise (ELE). These evaluations are part of the Mitigation Action Facility’s approach to catalyse transformational change through continuous monitoring processes that support fearless learning. The ELEs follow a theoretical framework that combines document reviews, participatory workshops, and stakeholder interviews to collect evidence for the in-depth analysis of project results and lessons. Mid-term ELEs are conducted halfway through the project to assess early progress, while final ELEs analyse the overall impact and lessons learned at the end of the project.
