Accelerating NDC implementation: How our projects turn commitments into climate action

As countries submit their third round of Nationally Determined Contributions (NDCs) ahead of COP30, ambition for climate action is rising. But turning commitments into results requires more than just pledges – it calls for practical solutions, strong partnerships, and sustainable finance.
At the Mitigation Action Facility, we help countries meet their climate targets by supporting transformative projects that align directly with their NDCs. Our portfolio demonstrates how sector-specific interventions are already delivering tangible results and shaping future NDCs. Whether by reducing methane in Thailand’s rice sector, piloting electric mobility in Nepal, or scaling up retrofitting in Mongolia’s housing sector – our support mechanisms connect policy ambition with on-the-ground transformation
NDCs in action: How our projects drive country-led decarbonisation
From South Asia to Southern Africa, our projects are helping governments not only meet their current NDC targets but also refine their strategies for NDC 3.0. Some of these projects are explicitly referenced in national climate strategies or play a formative role in shaping sectoral pathways.
Agriculture & Land use
In Thailand, the Facility has supported the adoption of low-emission rice cultivation practices, contributing to a 1.87 million tCO₂e reduction by the end of 2024. The project supports Thailand’s ambition to cut GHG emissions by 20% by 2030 and shows how targeted sector-specific interventions can lead to measurable NDC outcomes.

In Honduras, the Facility is transforming the emissions-intensive livestock sector through a financial mechanism that includes partial credit guarantees for 1.200 producers adopting low-carbon practices. The project strengthens the national system for emissions tracking and reporting and contributes directly to the country’s NDC update process.
Urban systems & Waste
The project supports the waste sector’s active participation in Mozambique’s NDC 3.0 process. It collaborates with universities, contributes to just transition dialogues, and provides technical input to NDC planning. The project positions the waste sector as a key contributor to national climate strategies and institutional capacity-building.
The project combines catalytic finance and capacity-building to scale low-carbon waste solutions. It provided partial debt guarantees to seven waste sector entrepreneurs and trained urban local body officials, resulting in 450,000 tons of CO2eq in emissions reductions (as of May 2025). The project supports India’s NDC target to reduce emissions intensity of GDP by 45% by 2030 (from 2005 levels).

Industry & Energy
Vietnam Sustainable Industries
Aligned with Vietnam’s NDC focus on industrial efficiency, this project drives mitigation by decarbonising 300 textile, apparel, and food facilities. Through electrification and energy efficient technologies, it is set to reduce as much as 3.4 million tCO₂e, aiding greatly with NDC targets.
Our project promotes the adoption of renewable energy generation in remote areas of the Philippines. With the country’s NDC emphasising emission reductions levels as high as 75% by 2030, our project’s efforts are directly helping with this goal.
Reducing the emissions intensity of the country’s GDP is a central target of India’s NDC. As the world’s second largest producer of steel, the efforts undertaken by our upcoming steel project will be crucial for the attainment of this target.
Building & Energy efficiency
South Africa Public Buildings and Infrastructure
The Energy Efficiency in Public Buildings and Infrastructure Programme (EEPBIP) promotes large-scale energy efficiency upgrades in municipal, provincial, and national buildings, street lighting, and wastewater treatment. Through technical assistance and a Partial Credit Guarantee mechanism, the programme mobilizes private sector finance and enhances institutional capacity – aligning closely with South Africa’s NDC goals.

Mongolia Building Retrofitting
The Mongolia – Building Retrofitting (RePaRe) project retrofits large numbers of precast panel buildings to improve energy efficiency. The project targets 200 buildings (76 by end of 2025) and co-develops financing models, regulatory frameworks, and capacity-building tools. Its inclusion in Mongolia’s draft NDC 3.0 underlines the country’s commitment to scale climate-resilient buildings.

I hope more building can be retrofitted like this – it no only improves our living conditions but also helps Mongolia reach its climate goals. In Colombia, our project is explicitly referenced in the country’s NDC as a key factor integral to its achievement. Having already reduced 844,683 tCO₂e, the lasting impacts of the project are expected to be seen over the coming years.
Transport & Mobility
The Electric Transport (SET4NPL) project promotes low-emission public transport and a broader shift to e-mobility in Nepal. It strengthens coordination between government, financial institutions, and technology providers, while developing business models, financing tools, and digital solutions to help achieve NDC targets.
Kenya Small Vehicles E-Mobility
With transport being a key focus sector identified in its NDC as requiring attention in the country’s efforts to reduce emissions, our project is committed to expanding access to electric small vehicles in line with this target.
