In 2025, the Mitigation Action Facility continued to expand its digital infrastructure and knowledge dissemination efforts to strengthen learning across the portfolio and beyond.
- A portfolio-wide M&E database was introduced to strengthen monitoring, aggregation and learning across projects
- Communications and outreach channels, such as the general and project-tailored newsletter and the dedicated LinkedIn page, were strengthened
- A wide range of knowledge products, including factsheets, reports, videos, presentations, and papers, were published
Guidance documents and learning-related policies are developed to guide activities of the Mitigation Action Facility portfolio
2025 marked important progress in strengthening institutional guidance, frameworks and strategic learning approaches:
- Approved Knowledge Management and Learning Roadmap 2026–2028, informed by a knowledge needs assessment and findings from the Third Interim Evaluation
- Updated the Theory of Change to introduce intermediate outcomes capturing early signals of systemic change at project and programme level
- Published guidance on the Transformational Change Measurement Framework (TMCF) to strengthen project design, monitoring and evaluation
- Approved and launched the Carbon Market Policy to support projects in exploring opportunities related to Article 6 of the Paris Agreement
- Introduced the Risk Management Framework, including the Risk Appetite Statement, project risk guidance and guidance for monitoring and reporting
- Further mainstreamed GESI considerations through updated Proposal templates and the initiation of a dedicated GESI guidance document and external GAP evaluation informing GAP 2.0 development
- Developed internal templates and external guidance documents across the Call for Projects process
